The Westinghouse LCM-19W4 19″ LCD monitor has issues with the Back light power supply.  The unit will have either a flashing power light, no power at all, or it may take several minutes to display a picture.  This model and others that use the DAC-12M030 or DAC-12M028 power supply can be repaired using this guide.
